Information on the EU Regulation on Packaging and Packaging Waste (PPWR)

The new EU Regulation on Packaging and Packaging Waste (Packaging and Packaging Waste Regulation – PPWR) will apply directly in all Member States of the European Union from 12 August 2026.

The aim of the Regulation is to make packaging more sustainable, reduce packaging waste, and strengthen the circular economy. At the same time, it redefines responsibilities along the supply chain.

Responsibilities under the PPWR

Companies placing packaged products on the EU market under their name or brand are generally responsible for complying with PPWR requirements.

This includes in particular:

  • Conformity of packaging used
  • Preparation and retention of technical documentation
  • Labelling and information obligations
  • Cooperation with market surveillance authorities
  • Provision of relevant information within the supply chain

Key requirements from August 2026

From 12 August 2026, the following key requirements will apply in particular:

  • Demonstration of conformity of packaging used
  • Preparation and retention of technical documentation
  • Issuance of the EU Declaration of Conformity
  • Ensuring that only compliant packaging is placed on the market
  • Cooperation with competent authorities and market surveillance
  • Compliance with national obligations under Extended Producer Responsibility (EPR)

Extended Producer Responsibility (EPR)

In addition to the PPWR, national obligations under Extended Producer Responsibility (EPR) may apply. These typically concern the party first placing packaged products on the market and may include in particular:

  • Registration with the relevant systems
  • Reporting of packaging volumes
  • Financing of collection and recycling activities

As EPR systems are regulated at national level, requirements may vary between Member States.

How we support our customers

  • When packaging products on behalf of customers, packaging design, labelling, and product specifications are generally defined by our customers. We procure and use packaging materials in accordance with these requirements.
  • In such cases, our customers generally assume the role of the manufacturer within the meaning of the PPWR. We support our customers by providing available information on the packaging and packaging materials used, where required for regulatory compliance purposes.
  • The legal responsibility remains with the respective economic operator in accordance with the PPWR.
